5 facts about MOR Preparation

Before HUD Finds It: 5 Facts That Make MOR Preparation Worth the Investment

 

1. A missed EIV requirement can directly affect your voucher payment.
HUD guidance provides that failure to have access to or properly use EIV can result in an MOR finding and a 5% decrease in the property's voucher payment until the violation is cured. 


2. MORs evaluate much more than tenant files.
HUD uses Form HUD-9834 to assess the management and operation of multifamily properties, and the overall MOR rating is based on the areas evaluated during the onsite review. Preparing only tenant files can leave major areas of exposure untouched. 


3. MOR findings can lead to repayment of HUD subsidy.
In a HUD enforcement case involving MOR deficiencies, the owner was required to verify tenant income, recalculate HUD subsidies and reimburse HUD for subsidies received in error. Catching certification and EIV problems before the MOR can therefore have real financial value.
