An affordable housing management company in Washington State faced an urgent operational and compliance challenge when a key onsite employee unexpectedly resigned. The departure left behind incomplete work, disorganized resident files, overdue certifications, unresolved occupancy issues, and an already overwhelmed management team. The property was a layered HUD Section 8 and Low-Income Housing Tax Credit (LIHTC) community, meaning the replacement staff needed more than traditional property management experience—they needed to understand the overlapping requirements of HUD multifamily housing compliance, Section 8 recertifications, LIHTC compliance, EIV requirements, tenant eligibility, move-ins, and MOR preparation.
At the time HCA was contacted, the property had 18 overdue annual recertifications, five households whose housing assistance had been terminated, 11 vacant units, and three additional residents with Notices to Vacate (NTVs). With staffing already limited and the potential for additional vacancies approaching, the management company needed immediate experienced help while it searched for a permanent, qualified property manager. Housing Consultants of America (HCA) responded by deploying an experienced affordable housing professional onsite in Washington for approximately three months, providing temporary Section 8 and LIHTC property management and compliance support while the management company conducted its permanent hiring search.
HCA began by assessing the property's immediate compliance and operational priorities rather than trying to tackle every outstanding issue at once. The onsite consultant reviewed the overdue annual recertifications, terminated assistance cases, upcoming recertification schedule, vacant units, pending move-outs, resident files, EIV documentation, and other items that could create potential findings during a future HUD Management and Occupancy Review (MOR).
The 18 late recertifications became an immediate priority. HCA worked through outstanding certifications, tracked missing resident documentation and verifications, followed up on incomplete items, reviewed calculations and certification documentation, and moved each household through the appropriate recertification process.
Once the backlog was eliminated, HCA continued working forward instead of simply becoming current. By the conclusion of the engagement, the property's recertification process was approximately 30 days ahead of schedule, giving the incoming permanent manager a significantly stronger starting point.
The five terminated households represented another significant concern. HCA reviewed the circumstances and documentation associated with each termination to determine what was needed to resolve the outstanding issues.
Through resident follow-up, documentation review, completion of outstanding compliance requirements, and appropriate processing, all five households were successfully reinstated.
For the management company, resolving these cases meant more than correcting paperwork. It helped stabilize resident assistance while addressing issues that could otherwise have continued creating administrative, occupancy, and compliance problems for the property.
Compliance was only part of the challenge. The property also needed immediate affordable housing leasing and occupancy support.
When HCA arrived, the property had 11 vacant units and another three Notices to Vacate, creating the possibility of 14 vacant units if the trend continued.
The HCA consultant helped restore structure to the property's leasing and occupancy process, including applicant follow-up, affordable housing eligibility documentation, move-in file processing, Section 8 and LIHTC compliance review, coordination of upcoming vacancies, and completion of qualified move-ins.
By the end of the three-month temporary staffing assignment, the property had gone from 11 vacant units and three pending NTVs to only one vacant unit and zero Notices to Vacate.
That represented a reduction from 11 vacancies to one—a 91% decrease in existing vacancies during the engagement.
HCA also used the temporary staffing period to address the condition and organization of the property's compliance documentation.
Resident files were reorganized into a cleaner and more consistent filing structure, making documentation easier for onsite staff, corporate compliance personnel, and future auditors to locate and review.
Special attention was also given to the property's Enterprise Income Verification (EIV) documentation and EIV binder. HCA developed a more detailed and organized EIV binder to help the property maintain required reports, supporting documentation, policies, and other applicable EIV records in a more systematic manner.
The objective was not simply to make the office look organized. It was to leave the property in a stronger position for a potential HUD MOR, compliance review, internal audit, or management inspection.
